The most sensitive and appropriate — and ideal— measure for analyzing local mass-casualty events and event periods (or their absence) is the daily number of deaths by date of occurrence, assigned to the smallest available administrative unit where each death was initially recorded as having occurred. In many countries, including Germany, this means examining deaths at the city, county, or provincial level.

All data shown below are daily, but are state of residence, versus state of occurrence. Graphs generated using Tab 12613-08 of this file.
