This post archives a critique I posted to Twitter on 12 September 2024, in a thread initiated by Howard Stupak, addressing the application of Charles Perrow’s Normal Accident Theory to the New York City mass casualty event of spring 2020. My response was drawn from a May 2024 email exchange between me, Martin Neil, and Jonathan Engler about Stupak’s post, our article “US Covid-19 Ventilation Policy: Made in China?”, and Neil’s mention of Charles Perrow’s Normal Accident Theory.
I ordered Perrow’s Normal Accidents: Living with High Risk Technologies – Updated Edition and read parts of it to understand the theory and assess whether it could account for the New York City event, which I consider fraudulent and staged.
Stupak’s and Neil’s posts are still live and are embedded below. My tweets are reproduced from the archive I downloaded before removing my account from the platform in November 2025.
After initial publication, this post will be backdated to 12 September 2024 to “place” it alongside other material from the timeframe.

@MartinNeil9 Hi. Checking in to put this “on the record.”
I read the intro, TMI [Three Mile Island], aircraft/airways, living with high risk systems, & afterword of Perrow’s Normal Accidents.
The New York City “pandemic” event doesn’t fit the conditions and characteristics presumed by Normal Accident Theory (NAT) and isn’t a good match for service-oriented systems where humans are the input and outputs. NAT addresses the human components, but chiefly as operators of a highly tech-dependent system in which catastrophic failure is a constant and real threat. It’s not a good fit for hospitals, in my opinion.
Hospitals are comparable to restaurants and hotels. Unlike the industries Perrow studied, none is inherently high-risk in the sense that true catastrophe for the system is an ever-present threat.
Where Perrow’s ideas come in very handy is in analyzing the narrative and potential future excuses that the government/CIA set-up for the event. (See attached for my examples.)

But what catastrophe actually occurred in NYC hospitals, by whose definition, and how do we know?
If the catastrophe presented by official data really did happen, what evidence and subsequent testimonies should we see and hear?
I’m loathe to apply any systems theory to what occurred when we don’t even know what occurred and can’t agree that it was catastrophic!
Perrow says it’s the interaction of multiple failures that explains the accident. What was the “accident” in NYC hospitals? I see a purposeful, well-executed event.
What @hstupak1 is describing in largely in line with my work in schools and knowledge of and research around how to change what teachers do and how they think.
Doctors, nurses, and EMTs are no different from teachers: As a general rule, you have to build on something they ALREADY do or a problem that ALREADY want to solve or see the need to solve, in order to get them to change or adjust their practice. Very few teachers will hear or learn about an idea that is completely at-odds with what they already do and simply do it or try it out.
Do we have evidence that doctors and nurses were doing anything out of panic — or that what they were doing resulted in deaths the government didn’t want or plan to occur?
Seems to me they were following orders and did very well with it. Heck, the Elmhurst/HHC staff was “rewarded” with vacations — in early May 2020!! https://qns.com/2020/05/frontline-staff-at-elmhurst-hospital-receive-free-3-night-vacation-from-american-airlines-and-hyatt-hotels/?utm_source=sunnysidepost.com

That and much else screams “Good job with the live-exercise simulation, everyone!”
We have every indication that even the “panic” was staged. The elevated voices saying that something of “biblical” and apocalyptic was occurring, they’ve never seen anything like it, etc are — of themselves — evidentiary of a script.
Seriously, would anyone stop and pose for pictures like this if they are panicked and overrun with patients? [Linked tweet and Rosenthal post]

Do we have similar pics and reports from Memorial Hospital/Hurricane Katrina?
Whatever happened in the euthanasia incident at Memorial Hospital — whatever “ethical boundaries” were “blurred” — I’m sure we can all agree the circumstances during and after the hurricane were a real situation that necessitated disaster medicine plans/protocols be activated.
With NYC, we have no such observable phenomenon.
Not an accident and not “normal”.
Planned, well-executed, and “abnormal” (but rooted in decades-long psychological priming regarding what WOULD be normal or expected in a “pandemic outbreak”).

P.S. @MartinNeil9 “It was some sort of simulation?!?! This was a CATASTROPHE…this was not a simulation.”
Phew. That settles it.
